Jumara Town is an enclave of [[Avatar/Yonggan State|the Yonggan State]] within [[Avatar/Nitan State|the Nitan State]] in the Northern Earth Kingdom, being situated on the [[Avatar/Great Qin Road|Great Qin Road]] and serving as the northern terminus of Jaikan's Road
leading into the Carki-Khan Mountains. It is also on the Uikoal river, a slow-moving and shallow river which nontheless communicates with the North Sea and was deepened with a navigable trench during the Ri Dynasty.

Jumara Town is a ''de jure'' part of Nitan State in the eyes of the Ba Sing Se government, but was ceded to the Yonggan State in return for a payment to its indigenous leaders, many of whom continue to govern Jumara Town under the auspices of the Mengnat khan. The leaders of the overall Nitan State have denounced this arrangement as ''ultra vires'' for the elders of Jumara Town and do not recognize it, but the officials they sent to replace the Jumara Town indigenous elders were turned away by Yonggan nationalist troops now garrisoning the town several years ago, and no attempt has been made to retake the town by force.

Located directly North of the Northern Divide, Jumara Town controls access to the switchback on the Great Qin Road by which it returns to the southern (high) side of the Northern Divide. The locals have various stories about why the Qin Road makes a detour into the lowlands at all, rather than running along the high side of the cliff, but none are historically verified. 

The settlement is an important trade hub, but recently, the North Sea trade into Nitan State has entered a severe downturn due to Fire Nation activity along the Northern Coast of the Earth Kingdom everywhere East of the Gulf of Rong. Nitan State is not actively blockaded, but the presence of Fire Nation ships has made Northern Water Tribe traders much more reluctant to visit, and the Tributary Shuizu do not have many ships suitable for the journey. Hao Ting tariffs are often enforced at the ports in Nitan State, but smugglers and even pirates operate with little opposition along the coast and in secret settlements on the remote inland rivers and lakes of Nitan State.

The Yonggan National Post is established in Jumara Town, and postal carriages leave every day for Funghuwang via Qin Town.
