The Benevolent District is a region of Docktown created to settle non-citizen refugees from elsewhere. The Docktown authorities are somewhat standoffish about the Benevolent District, to the point that police rarely venture there and it has gained a reputation of anarchy. It does have its own, "unofficial" institutions of justice. Mostly, the police restrict themselves to keeping trouble in the district from spilling out into the rest of the city.

The Benevolent District is crowded and impoverished. Its structures are a combination of excavated buildings and de novo constructions.
