A voluntary union of settlements in the Dusts, member cities of which are Docktown, Trenchtown, Irongate, Little Mountain, and Sparkle City. The Edge and Caketown were formerly members (not concurrently), but withdrew and were expelled, respectively.

The Confederation mainly exists to discuss matters of trade and inter-city commerce, and resolve disputes about them. It has no military, although it is understood that it would likely be the venue in which a military alliance would be initiated, should there be dire need of one. It is headquartered in Docktown, where each member settlement has two representatives in the Confederation Council. It also has a permanent support staff of sixteen. The presidency of the Confederation rotates between members on a five-year term; the term of Sparkle City begin in 3333 AE. The Hayminnow Islands and Springvale have nonvoting delegates to the Council.

The Confederation was founded in 3248 by Docktown, Irongate and Caketown.
