UOIC was the Unified Organization for Interstellar Colonization. It was an intergovernmental organization founded after the Equine Civil War's conclusion in 2063.

UOIC was formed of members of civilian space exploration efforts, militaries of the victorious (changeling-allied and anti-Discordian) forces in the war, and certain specialists recruited specifically. The UOIC was a uniformed service with commissioned officers and enlisted personnel, all volunteers. (Not that volunteers were difficult to obtain, in light of prevailing conditions on Equus.)

On the ground and in Equus orbit, the UOIC captains of the colony ships reported to the commanding officer of the UOIC. Once out of the vicinity of Equus, the UOIC on a colony ship would have been under the direction of the civilian heads of its colonial mission. Besides operating and maintaining the ship itself, the UOIC was responsible for medical facilities, law and order, and emergency services onboard the ship.
