UOIC was the Unified Organization for Interstellar Colonization. It was an intergovernmental organization founded after the Equine Civil War's conclusion in 2063.
UOIC was formed of members of civilian space exploration efforts, militaries of the victorious (changeling-allied and anti-Discordian) forces in the war, and certain specialists recruited specifically. The UOIC was a uniformed service with commissioned officers and enlisted personnel, all volunteers. (Not that volunteers were difficult to obtain, in light of prevailing conditions on Equus.)
The officers (35) and crew (402) of the colony ships were part of UOIC, but most of the colonists (in suspended animation) were not. UOIC was a large organization, with most of its members serving in ground-based logistical and orbital construction roles. Only about 10% of UOIC's personnel were ever intended to leave on a colony ship. (With carried craft compliments, 47 officers and 448 crew.)
On the ground and in Equus orbit, the UOIC captains of the colony ships reported to the commanding officer of the UOIC. Once out of the vicinity of Equus, the UOIC on a colony ship would have been under the direction of the civilian heads of its colonial mission. Besides operating and maintaining the ship itself, the UOIC was responsible for medical facilities, law and order, and emergency services onboard the ship.
Many of the UOIC crew of the Harmony were not on board when En-Netsusep unexpectedly returned, at which time its changelings were infested with En-Netsusep's killer meme. The most of the shuttlecrafts launched to deliver the personnel were unable to reach the Harmony due to the actions of En-Netsusep and either successfully executed emergency procedures for a return to Equus, or were lost in space. One shuttlecraft did reach the Harmony, the personnel successfully executing damage control procedures with the help of the surviving personnel already on board, and stabilizing the Harmony for cold storage. When they realized that help was not forthcoming and that none of them could operate the interstellar retrodivination drive, some of them decided to go into hibernation, while others took the (repaired) shuttle to return to Equus.
