Ponies and other creatures in the Dusts live under a variety of governments, most strongly local in scope. The rule of formal law is strongest in towns and cities; in the upland countryside, nearby towns may exert some degree of influence and sporadically provide for law enforcement and defense outside their immediate proximity. In the non-urban lowlands, there is no law but the ancient customs of the nomadic tribes who survive there.
Democracy and feudalism are common forms of government. Most of the larger towns are democratic. The countryside has more feudal governments.
