The Harbor Ward of Docktown has been continuously inhabited since well before the catastrophe, and is probably the oldest part of Docktown. It was an independent barony before peacefully becoming a ward of Docktown in 3110. The heirs of the barony remain hereditary members of the Docktown Governing Council, as per the terms of the Harbor Barony Organic Act of 3110.

The Harbor Ward is notable for containing a number of precatastrophic ocean-going vessels, a few of which ended up on what was once the seabed of the harbor. Preserved in the increasingly dry climate, they are used for various purposes today, partially incorporated into the sprawl of the Harbor Ward.
