Priority order is affected by mon agility, a small random factor (equivalent to about +/- 2 AGI points), priority flags on the move itself (think of "Quick Attack" in Pokemon), and the hasted/slowed status of the mon. Of note, in the future, the "speed up" and "slow down" moves will not change agility, but will instead use the new haste/slow systems to directly alter the priority of the mon's moves without having the side effect of also making them really hard/easy to hit.
