A treaty between [[New Equestria]], [[Harmonia]] (including Smokes, Frog Lake, Peppercup and Crosswands, which join it through the treaty), [[Mulephis]], Northpoint, Mowersby, the Yore Valley Barony, the Holy Grotto Fiefdom, and the Straw Dale Barony (including Sparkle City). 

== Context ==
After the sack of its capital by changelings and the loss of most of its government, New Equestria entered a period of political instability. Separatist activity in Nickerby Parish, promoted by the Free Nickerby government-in-exile in Peppercup, threatened to divide the country. Agents of Risen Bones Organization worked to mediate an agreement between the separatists and the New Canterlot government, largely by promising them large tracts of land in the Northern Dusts, to be reclaimed from the Crystal Forest and improved. The religious expectations of the separatists were also very consonant with RBO's promotion of the 'new princess' concept. The ''Northern Friendship Treaty'' is an outgrowth of the mediated agreement and the diplomatic channels created.

While few of the Eastern Dusts polities cared much for the Red Barony, Docktown's annexation of most of it is still rather disquieting to its neighbors.

=== Recognition ===
The parties recognize each other as sovereign states. 

=== Borders ===
The treaty itself defines the borders between New Equestria and Harmonia. A joint commission is created to survey and define borders of all party states not set forth in the treaty. The Yore Valley Barony's claim to its historical lands under the Crystal Forest are explicitly recognized. (The border between Harmonia and the Yore Valley Barony is defined as the 6th Parallel North.)

=== Northern Friendship Railroad ===
The parties agree to build a railroad linking their territories and create a joint railroad company to be owned by the party states (they may divide and sell their shares if they decide.) Harmonia is to provide and maintain the initial rolling stock.
Each state will build the track and infrastructure within its borders and provide land for the rails. New Equestria  and the Straw Dale Barony will commit to growing biofuel for the railroad.

=== Mutual Defense ===
The parties agree to defend each other from attacks. 

=== Confederation of Cities ===
Sparkle City will sponsor the memberships of Ostler, Nevershyed, Nickerby and New Canterlot in the Confederation of Cities.

=== Crystal Forest Removal ===
The parties agree to a crystal forest removal project, to be carried out in phases, using equipment provided by Harmonia. Other parties agree to support the project with required local resources.

=== Rights of the Citizen ===
The parties agree to respect certain rights of their citizens and each other's, including freedom of religion, and allow freedom of movement between signatory states. As an exception, until 3340 emigration from Harmonia will be only as provided for in the treaty; after that year, citizens of Harmonia will also be able to immigrate to any party state.

=== Commerce ===
The parties agree to have no tariffs between themselves. (Fortunately, none existed yet to require abolition.) 

=== Northern Autonomous Region ===
An autonomous region within Harmonia will be created, with its capital at Peppercup, and the Royal Pantheon as its established religion. 

=== Accession of Mulephis, Mowersby and Northpoint to the Yore Valley Barony ===
These three settlements become party of the YVB, gaining seats in its legislature in proportion to their populations.

=== Changelings ===
Harmonia and New Equestria to share changeling-detection magical technology and provide trained mages to other states.


== Stuff that didn't make it in ==
Because of various disagreements, these terms or something like them didn't make it in: Harmonia to explicitly commit to using their precatastrophic spaceship death ray toward the cause of mutual defense, all parties to recognize the Queen of New Equestria as the fount of honor and source of new noble titles (though under the traditional Eastern Dusts system of feudal freeholds); more ambitious Crystal Forest removal in phase 1; Harmonia and New Equestria to share changeling-detection magic generally; Archmage of the Crooked Tower to become ensconced archmage of the Eastern Isle of Yore; reestablishment of an ensconced archmage of the Isle of Yore; uniform external trade rules; a common currency; an interstate bank; an airship line servicing the whole island; more extensive railroads in New Equestria; an agreement to make and defend a territorial claim on all land north of the 4th paralllel north with carve-outs for existing settlements; a pact to conquer the White Island from the forces of Scion Fleshgrafter; a more limited airship line in the North; proposals to include various cities other than the ones decided upon as new Confederation of Cities candidates sponsored by Sparkle City; independence of Mulephis, Mowersby and Northpoint instead of them becoming (the greater) part of the Yore Valley Barony.
