The bureau is just east of the royal observatory. There is a window view of the memorial park; Queen Meridian's mosoleum under construction can be seen, and the temple of the undying sun farther away.

The momentum anomaly will destroy the emergency teleportation magic circle by overloading the "rotational momentum compensators" 

The emergency teleport return is a high security magic circle, with lots of guards and traps. Discolor and Van Haysing will switch bodies and have an empathic bond. VH's magic-o-vision is still active.

It's mostly an office building, with some paramilitary and scientific facilities. It's an old building, dating to Queen Ephemeris. 

The Bureau can have them fixed, potentially.

Van Haysing needs new corneas. This can be done with regenerative magic, but it would require extremely expensive reagents. Obviously, VH could continue to cast that magic vision spell when needed, but not Discolor, who is not a mage.
