There should be a funeral procession ongoing. A popular local noble, Water Whistle, has died. An old mourner, a distant cousin from Southfen, may explain that it is disappointing that his closer relatives in Gold Hill near the Tower of Chimes in the Eastern Dusts could not attend, or even be contacted at all. She or another may also comment on the turnout and how it reminds her of seeing a flagellant procession in her youth.

There is a notice:

COMMERCIAL DEALING IN SALT AND LIQUOR BY UNLICENSED PERSONS IS PROHIBITED. THE FINE FOR VIOLATIONS IS 1000 NEB.

He left an oddly specific will, leaving his fortune of 18000 NEB to whichever person can recover the wondrous Toque of his ancestor, Three Whistles, from the "vile cultists" in the House of the Watcher on High.
