Fortune's wheel has turned around yet again. In January of 2137, the UN authorized the use of nuclear weapons in countervalue strikes against the World Cybernetic Administration, alleging that its Executive Council was attempting to deliberately create an intelligence explosion hostile to human sovereignty. Although the WCA also controlled nuclear weapons, UN strategists correctly predicted that the utility-mon dominated Executive Council would not follow through with mutually assured destruction, only pursuing limited counterforce strikes before its nuclear capability was mostly eliminated.
In this dark time, the nuclear conflict has killed billions of humans and mons alike. Most of the major cities controlled by the WCA have been destroyed, and human-supremacist forces have regained much of the territory they lost.
Having just returned from an extended sabotage mission in the Bay Area, which terminated the uMon Corporation's production of their latest generation of war mons, the team has been given a dangerous mission to Reno, Nevada. Reliable intelligence indicates that the enemy has begun taking prisoners, a surprising development that may reflect a labor shortage. Prisoners are apparently being collected and transported to uMon's San Francisco facility for processing. It is not clear what form this processing takes, but it could not possibly be anything good.
Some thousands of mon prisoners have been transported to Reno and are believed to be held in a stadium on the University of Nevada campus. Trucks are already present to take them West, but because the WCA still controls the town of Truckee and the roads they would need to travel on, the prisoners cannot yet be moved.
Unfortunately, our tactical situation in Truckee is untenable, and enemy forces are gathering strength. We must withdrawal from the area, and give up our control of the roads for the time being. We estimate that we have about 8-12 hours before the enemy will be able to mount an overwhelming attack - we must be out by that time.
It is your mission to infiltrate the internment facility in Reno, rescue the prisoners, and return them to WCA-controlled territory.
It is understood that the odds of overwhelming success are small, but anything that prevents these prisoners from being exploited by the enemy will be better than doing nothing. It is hoped that at least some of the prisoners may still be willing and able to fight.
