The Special Rail District is part of Docktown under the control of the Docktown Railroad Partnership. It does not contain exclusively rail facilities, but is rather an entire industrial development. The region is actively being excavated and was apparently also an industrial district in pre-catastrophic times. The DRP claims exclusive rights to technological artifacts and intellectual property derived therefrom if the artifacts are found in the Special Rail District.
Controversially, some railroad magnates have relocated their homes to the special district, apparently for tax purposes; this has been criticized as abusive of the stated purposes of the district's creation to promote transportation and industrial development.
